Are these two interchangeable? For example in:

They are not quite interchangeable. Unsatisfactory is relative to an outside standard or judge; unsatisfying is more likely to mean that the person himself is not satisfied with his conduct, or does not find it fulfilling or emotionally rewarding. The progress you have made is unsatisfactory.
