Unquote - endquote

Hello,

Could you please tell me if it is quote - unquote or quote - endquote? I've heard it either way, and I'm not sure which one is correct.

Could this depend on how the sentence is phrased?
For example
a) The candidate said, quote - unquote, we will overcome prejudice.
b) The candidate said, quote, we will overcome prejudice, endquote.
