Unless..

Dear all, while preparing a test, a confusing phrase stopped me keep going on. Can anyone help me out of this,please?

unless they know of the vision and observe management’s commitment to that vision...

Does it mean

If they don’t know of the vision and don’t observe management’s commitment to that vision..

or

If they know of the vision but don’t observe management’s commitment to that vision

or

If they neither know of the vision nor observe management’s commitment to that vision..
