University transfer

Hello! I would like some help in writing a formal letter to a university requesting the possibility of transferring from another university to their university. The universities are in different countries. The reason for this transfer is because i've been studying in Greece, but as you may know there are a lot of problems with the economy and the education system in general. Especially now that the government in firing a lot of educational staff and the educational staff in return are striking and have ceased all university activities. I'm really worried about the continuation of my educational progress and that's why i'm going to try and transfer to a university in another country. So, could you give some ideas on how to incorporate all this into the letter? Thank you all in advance!
