University Application Form

I was compiling a uni form when i stumbled upon this question:
"Have you obtained any qualification(s) above A-level or equivalent? "

Does the "equivalent" bit mean: -equivalent to A-level
-equivalent to above A-level?
Thanks

There is no way to judge from the grammar; I'd guess logically 'equivalent to A-level', but you'll need someone familiar with the process.
