I agree. Nobody says "Michigan University" instead of the "University of Michigan".
However, I have heard the University of Michigan referred to as the U of M.

It's confusing, even to people who live here.

There is University of Pennsylvania and Pennsylvania State Univeristy. They are completely unrelated schools. Univeristy of Michigan is not at the same as Michigan State University. Likewise, Univerisity of Florida and Florida State University. And on and on.

A school has a proper name, so you should use it exactly in that order.

No, that would not be idiomatic. There is a univeristy in Pennsylvania - but that could refer to any of the MANY universities in the state.
