Ungrammatical-why?

Can anyone tell me why the following sentence is ungrammatical?

"We must to eat the pizza quickly."

I realize that it should read "We have to eat the pizza quickly" but why? What is the rule, reason, etc?

must is followed by a bare infinitive. have (to express obligation) is followed by a full infinitive. We must eat the pizza.

must is followed by a bare infinitive. have (to express obligation) is followed by a full infinitive.

We must eat the pizza. We have to eat the pizza.

There is no reason. It's more of a rule, I suppose.
