Understanding the meaning of "waste" in a sentence

Dear all,

I'm translating an agreement from English into Russian. There is a phrase I don't understand:
Supplier will not suffer or permit any waste on or about ? premises.

Here is the context (agreement clause)^
During the term of this Agreement and for a period of three (3) years thereafter, Supplier shall have the right to inspect X’s records relating to the Consigned Goods and to perform its own physical inventory of the Consigned Goods at a mutually agreeable time during ?’s normal business hours. A ? representative shall accompany and observe any such Supplier inventory of Consigned Goods. Supplier’s employees and/or agents must abide by the applicable policies, procedures, rules and regulations of ? while on ?’s premises. Supplier’s employees or associates who are on site at a ? facility may be required by ? to execute a personal non-disclosure obligation; a ? Computer User’s Agreement and/or a Non-? Associate Confidentiality and Intellectual Property Agreement prior to entering the ? facility or accessing a ? computer system. Supplier will treat all ? property, or the property of a third party contracted by ?, in a careful, safe and healthful manner, and in strict compliance with all applicable federal, state and local laws, ordinances and regulations, and with all rules imposed by ? from time to time with respect to visitors to its property and facilities. The problem is that I don't understand in what meaning the word "waste" is used. Is it "damage" (to the premises) or some "unusable goods, things"? I woould appreciate any help, especially from native speakers of English.
