Can we use "understand" and "get" in present progressive tense as in "Are you getting what I am saying ? "

get = understand [in informal situations]

Yes, but getting is more commonly used in that pattern than understanding, in my experience. With the verb understand, I'd be more inclined to ask, "Do you understand what I'm saying?"
