Yes. Normally you would use this tense when you are actually in the middle of explaining something, to check that the person is following OK.

AnonymousCan we use "understand" and "get" in present progressive tense as in "Are you getting what I am saying ? "Yes, but getting is more commonly used in that pattern than understanding, in my experience. With the verb understand, I'd be more inclined to ask, "Do you understand what I'm saying?"
