Understandable sentence?

Considering above mentioned and plaintiff’s petition, plaintiff shall be granted the use of surname acquired in marriage “Dawson”.

Meaning: the plaintiff will be allowed to use surname acquired in marriage also after the divorce. Is this sentence understandable?
