Understand the sentence correctly?

She must not have turned on her cell phone.
The sentence means that it is possible that she did not turn on her cell phone in the past.
Did I understand it correctly?

It is stronger than "possible" -- normally it expresses the speaker's belief/assumption that she did not turn on her cell phone, or has not turned on her cell phone, based on indirect evidence (e.g. calls to her number are failing to connect).
