Underlying/underpin

Hi

Sometimes, also, it's simply a lack of knowledge or the ability to plan ahead that causes unrealistic promises to be made, but there's generally at least one of the underlying beliefs mentioned above that underpin it.

--- Does it mean that at least one of the beliefes mentioned above supports the rule/this theory, etc.?
