Under belts

Hi.
What's the difference between people with several years' experience under their belts and people with several years' experience not under their belts ?

Why not? if it is for 'not under their belts' part, I was joking; Just omit it or replace it with any expression that makes sense.

Yes. Is it added out of a need? or just for making fun? What if we replace it with 'up their sleeves' or a similar expression?

It's a stock expression used in association with "experience" or similar. It's not humorous. It doesn't add a tremendous amount of extra meaning, just reinforces the idea that the person has accumulated experience. "up their sleeves" doesn't sound right with "experience".
