Under a pilot program

ET reports that under a pilot program yet to be launched by the Indian government, computers will be deployed in five locations and made available for rent to citizens for Rs. 15 or Rs. 20 per day. This low-cost PC initiative will require computers specially built for rural areas and conditions.

Please explain to me what "under a pilot" means here.

Though I know generally pilot means "to introduce something proposed"
