Unclear use of preposition

Man differs from other animals in many ways. Animals do not practice self-control of prudence or foresight or restraint of impulses by the will.
Human beings do all these things.

I can understand restraint OF impulses, but I wonder why the author chose self-control OF prudence or foresight. It makes more sense to me if I change BY. I am not sure about the author's intention of using "OF."
