unclear sentence

Please, explain what is meant by this sentence... Could anyone make it simple....

Even without the hindsight it should have been clear in 2001 and 2003 that the pattern of military history would continue.

In some countries, the military has a history of stepping in when a risk to the nation is perceived. It becomes the 'usual' solution for the government of that country to call out the army, as a general rule (or pattern).

I think if you put one comma after the word "hindsight", you will have not any problem with reading and understanding the sentence.
