B) From [this probably should be "For"] Beijing the good news is that the North Koreans have agreed to work on a monitoring system and a [ verification of the declaration submitted by the North] verification regime of its declaration ? which was filed 6 months late and was incomplete in scope and details from the perspective of the United States and some other parties in the talks.
