Unclear passage from book

Hello

Context:
Two senior intelligence officials meeting - one arrives at intelligence agency bureau to meet the other.

In the sentence:
"His official Jaguar was cleared into the underground car park at 5:55 p. m."
What does it mean exactly that it "was cleared into"?
