For Britain, perhaps 'John Bull' is the closest, although I doubt that this reference is often used in the modern UK.

John Bull was a character in a series of 18th. century political pamphlets in England. He was/is often drawn as a cartoon figure, with the union jack as a waistcoat. He came to personify 'Englishness'.
