Uncertain about the meaning of "until 19th nov.."
Does "until 19th November" include the 19th day? I'm asking if it means the closing time is 18th of Nov. (0:00AM) or during the next day (19th) at the same time.

Hi,
If I read that phrase and it was an important matter, I'd ask for clarification.
A related issue is whether such a phrase refers to midnight at the end of the day in question, or to some earlier time such as the time that a business closes, eg 5pm.
