James Thurber's friend, Dorothy Parker, another witty American writer, said that his cartoons looked like "unbaked cookies."

I don't think there's any implication. I expect it means exactly what it says, describing the style of his drawing - perhaps the lack of sharp definition and the lack of angularity. (The humor lies in the incongruousness and unexpectedness of the comparison.) - A.

I'm not absolutely sure what Dorothy Parker meant here, but I would see it as a friendly, humorous insult that James Thurber's cartoons somehow looked unfinished. They're going to be delicious/great, but they haven't actually been baked/finished off yet. 
(Just asked my 13 year old artist daughter what she thought. She says: "... like rough diamonds...")

The people and objects in the cartoon looked like they were formed from raw dough -- lumpy, irregular, somewhat indefinite in shape.

I guess both images imply a work in progress, but the diamonds are clearly more complimentary.

I feel confident Ms. Parker's comparison had nothing to do with the "unfinished" aspect of the dough. Children love uncooked cookie dough. It's even an ice
