Top answer

An umpire's job is to make certain that the rules of a game are obeyed and to make judgments about whether particular actions are acceptable. A referee is the person who is in charge of a game on the field and who makes certain that the rules are followed. If there is a disagreement on whether rules have been followed, the referee goes to the umpire for a decision.

I'm not a great sports enthusiast, but as far as I know, it's a question of the sport involved. 'Umpire' is used in American baseball, and I believe that 'referee' is used in most of the others.
