ummm...is this whole sentence understandable?

"The main issue 'will be how much time we should give to the government to accept our demands,' Sharif said in Abbottabad. 'Our main demand is all the actions in declaring emergency rule should be withdrawn.'"

I especially don't understand the highlighted part. Is it grammatically flawless? What is it trying to say?

I would have added that to make it more clear. Our main demand is that all the actions in declaring emergency rule should be withdrawn . Personally, I think it's a somewhat clumsy way of saying Our main demand is that emergency rule should be discontinued.

Personally, I think it's a somewhat clumsy way of saying

Our main demand is that emergency rule should be discontinued.

Hi,

Perhaps the writer, or speaker, wants to stress that there were several different actions taken by the government in implementing emergency rule, and his people are demanding that ALL of them be withdrawn.
