That's a headline from a newspaper. In your opinions does it mean: "UK Police have asked to help Portuguese detectives with enquiry" or "UK Police have been asked to help Portuguese detectives with enquiry".

Knowing the case it is obviously the second but the sentence itself is ambiguous. If you read it as active voice it means the former and as passive voice the latter.
