Urban legend. Chloroform simply doesn't work that way; it's an industrial solvent (you can buy it in the US as Stein's Make-up Brush Cleaner) that's very, very irritating to the skin, and it also has a very strong odor. If someone were to apply it to their own skin, in sufficient quantities to have the desired effect, they'd knock themselves out long before anyone else got close enough to take a whiff, plus they'd probably absorb enough through the skin to be dangerous. This is stuff you have to wear gloves with, but over the years, legions of make-up artists have had an open shot glass full of methyl chloroform on the table, with brushes soaking in it, without passing out themselves or putting their subjects to sleep.
It also sounds very much like another Urban Legend, out of Thailand, about hookers (typically transvestite hookers) putting chloryl hydrate on their nipples and letting guys suck them, who then pass out and are subsequently robbed. This one is less impossible; chloryl hydrate is what they used to use in the classic Mickey Finn and it's what Anna Nicole Smith OD'd on, but a typical dose is 1-2 teaspoons. That's a lot of liquid to be licking off a hooker's nipple, plus it has a very strongly chemical odor and flavor, and it's almost certain to have the same kind of transdermal effect on the person wearing it as it would on the person ingesting it.

CSI actually did a bit on this same thing; a hooker who passed out behind the wheel of her car after robbing a john. He'd gotten his dose by mouth, and she'd absorbed hers through the skin on the drive home. For it to actually work, he'd have to have no sense of smell or taste, and be willing to lick up a lot of clearly non-bodily fluid of the ******* of a stranger. For all that trouble, why not just knock him on the head or point a weapon at him?
