I have difficulty making sense of the words in red below.
"Every credible cost analysis of these proposals shows that
consumers will pay more for energy, and that employment,
GDP and disposable household income will decline relative
to what they would be absent the restrictions."

There seems to be a grammatical error, but if the expression
has no problem, how should it be syntactically break down ?
