Type of usage with verbs
He found the truth revealed in a letter.

1. A man arrested for robbery pleads innocence.
2. A man is arrested for robbery and pleads innocence.
Why does is not work in 1 but is necessarily in 2. I can see logically it requires the is but the meaning is exactly the same in both.
Why is the verb is optional in the first example also ? Why do some sentences work with or without them?
