What is meant by reduced relative clause in these two examples?

I can see the first sentence as meaning either 'memories locked up inside your head or trauma locked up inside your head?

Also can you resurrect a feeling in English?

Is this just literary dramatic effect or can you place a phrase in the middle of a sentence this way?

The radio is what broke the news. A bomb. I texted my parents and friends, posted on any of my social media handles telling people I am safe.
