Is suspended still functioning as finite verb without the linking verb. What is the difference without the linking verb (are).

Is it a complete sentence eitherway. When is a linking verb optional?


In the sense that 'operations suspended' sounds ok eitherway versus a phrase like:

his face embittered with anger, which needs (was) to form a complete sentence.
