How would you describe these phrases ?

The winter is set to be very cold this year as temperatures are set to plummet, the cold temperatures risking taking the lives of many.

The case was settled in court and the witness left the building without comment, respectfully refusing to answer any questions to the press.




What do we call these parts of the sentence set off with commas. Would they be wrong without commas?
