Type of government

Before democracy there was ________ in England.

What type of government was there? I mean what do they called the system of Queen and Kings ruling a country? Is it monarchy?

Yes, but "Before democracy there was monarchy in England" is not a sensible thing to say. In England, and subsequently the UK (don't confuse the two), there has been a gradual decrease, over centuries, of the power of the monarchy, and a corresponding increase in the power of parliament, punctuated by certain significant events, such as Magna Carta, the Civil War and the so-called "Glorious Revolution". We are still a monarchy -- a so-called "constitutional monarchy" -- but we are nevertheless also a democracy.
