Two was bad

Can one say
a. Two robberies were bad enough, but five robberies are going to be devastating for the police department.
b. Two robberies was bad enough, but five robberies is going to be devastating for the police department.
c. Two was bad enough, but five is going to be devastating for the police department.
?

The fact that there were two robberies was bad, but the fact that now there are five is going to reflect will badly on the police department.
