Two very similar sentences with differnt verb tenses... why?

Taking a bunch of quizes to brush up my english. In verb tense quiz #5 there theres' the following answers:

9. Sam is from Colorado, which is hundreds of miles from the coast, so he has never seen the ocean. He should come with us to Miami.

10. How sad! George dreamed of going to California before he died, but he didn't make it. He never saw the ocean.

Why the different tense? The sentences are exactly the same.

We could have used 'had never seen'.

Implied meaning - he had never seen the ocean before he died.
