Two verbs?Singular or plural?

I'm confused.The Goverment has enforces the law or The Goverment has enforce the law?There is two verb betwee each other.Should the enforce need to put 's' or not?Because the subject is singular.What i thought is anything singular subject,the verb need to add 's'.Should i need to add 's'?
