Two "to have reviewed" considered different

I came upon "to have reviewed" in two different writings as follow.

? It occurred to us that we didn't seem to have reviewed particularly many titles written by women.
? Think twice about trying to review absolutely everything. You probably won't have time to review everything. When your exams give you some degree of choice over which questions you should study, it can be better to have reviewed some things in depth, rather than everything at a superficial level.

"To have reviewed" in ? seems "perfect infinitive," as it means "we didn't seem that we had reviewed particularly many titles written by women".

"To have reviewed" in ? seems different as "it can be better to have reviewed some things" seems altered form of "it can be better to have some things reviewed".
Am I right?
