Two sentences--past perfect

a) Given the fact that in 50 years some of the greatest minds had failed...



b) Given that in 50 years some of the greatest minds had failed...

1) Same meaning? Which is preferred (b is my paraphrase)?

In 1952, he made an announcement that would/later change our view forever. He had deciphered this, a language that had remained silent for thirty thousand years. Now, it had begun to speak.

2)would or later?

3) Why is it 'now it had begun' past perfect?
