Two sentences--correlative conjunctions

When cooking with a pan, large or small, I find that I use too much oil.



I cook with pans, (both) large and small, but I find I use too much oil.

How come the first seems to me to require X or X, while the second to me seems to require X and X?

Because the first refers to a single action of cooking, which (for most of us) involves only one pan at a time. The second is the timeless present. PS: Those aren't correlative conjunctions.
