In the Kamigata culture, which flourished around Osaka, (where is the subject?) put a great emphasis on being practical and economical. In addition, in a closed market, the merchants had a custom of getting business opportunities by having seemingly trivial conversations with their customers on a daily basis.

The first sentence isn't grammatical. It would be grammatical if you deleted the word "In".

The second sentence is grammatical English, but somehow I find it hard to understand exactly what was going on. Did the merchants pretend to talk trivia while really probing for business opportunities?
