Once again, I need your help.
Would you please check those sentences below and tell me whether they are correct?

1. If he had not been wearing a seat belt then, he would have been injured.
2. August is when the weather is hottest in this city.
(Should "hottest" be "the hottest" in this context? If it is alright without "the", would you tell me more about those situations that "the" can be omitted?)
