two sentence problems

I am not sure if this is a correct sentence. I have never used this way before. here it is," The government will not back down, its goal the quality of life of the Chicago residents and for the benefit of Chicago's overall development and for becoming known internationally."

Here is another sentence with the same message. I am trying to make the sentence parallel. Does it work? Here it says," the government would not back down for the better living quality of Chicago residents and for better overall development and for becoming an international good place to live tourist city."

Sometimes it is very hard to make the sentence parallel. What can we do? They are one statement but I just can't find a way to do so.
