Two sentances

I am writing an essay and i am struggling with two sentences, and I hope bee happy for all help I can get.

The first:
This can be done by prioritizing copyright infringement crimes or by increasing the funds for the police.

My question should there be any commas around or.

The second:
IPRED isn't a big controversy because it criminalizes illegal file sharing; it is because it gives copyright holders the right to do police work.

I think the beginning of the second part sounds quite awkward, but I can't find any better way of writing it without keeping the same structure or making the second part really long. I would appreciate any help or suggestions.

I just want to say that English is not my native tongue.
