Two questions, please.

Hi,

In the sentence, "The Imperial Valley has a social structure all its own and partly because of its isolation in the state those in control get away with it." I understood that those in control are the regions which have a united government. Am I right?

And the sentence continues as "But this year's freeze practically wiped out the crop and what it didn't kill is delayed_ in the meanwhile, because of the warm, no rain climate and possibilities for work, the region is swamped with homeless moving families..."

What does the highlighted sentence mean exactly?

I understood that those in control are the regions which have a united government. Am I right? -- It simply refers to whoever has political power in the Imperial Valley; there is no more specificity than that.
