I mean it should publish 2 times a year, every other quarterly. once every 6 months.

Ah. Oddly enough, there is no established usage for that. "Biannual" can mean twice a year or once every two years. "Semi-annual" is safer, but you don't see that as often. I think "a biannual journal" is generally understood to mean one that is published twice a year.
