I don't understand the question. A quarterly is published quarterly. A biquarterly is published twice a quarter.

"Biannual" can mean twice a year or once every two years. "Semi-annual" is safer, but you don't see that as often. I think "a biannual journal" is generally understood to mean one that is published twice a year.
