I don't know how we read theses phrases.

Word war II : word war two or world war second

Pope Julius II: Pope Julius two/second

and so forth for similar phrases.

So if we make generalization, we use the second after names and two after events.

Queen Elizabeth II : it must be read queen Elizabeth the second

Correct me if I am wrong.

Henry VIII - is Henry the Eighth

Pope Benedict XVI - is Pope Benedict the Sixteenth.

I think the WWII is unique - most recurring events or eras are preceeded by the ordinal such as the Second Intifada, the Second Gulf War, the Third Reich, etc.
