TWO "OR" in a sentence

I am doing some grammar exercises,
Anyone could help to point out why the second one is correct?

1(wrong)
As most of the province is too rugged or [soils are too thin or infertile], Nova Scotia is able to devote less than five percent of its total land area to agriculture.

2(correct)
As most of the province is too rugged or [has which are too thin or infertile], Nova Scotia is able to devote less than five percent of its total land area to agriculture.

Anonymous why the second one is correct? You have them reversed. The first is correct; the second is wrong.

You have them reversed. The first is correct; the second is wrong. Still, in the first I would write "its soils".

The second would be correct if it had "has soils which".
