Two nouns

When I write 'Why the services are important to you, x,and y...", is 'Why" a noun in this sentence? If yes, can it precede another noun which is 'services'?

", is 'Why" a noun in this sentence? If yes, can it precede another noun which is 'services'? It is not a sentence, so I can't parse it, but "why" is only a noun literally, as in "the whys and wherefores", and that does not seem to be the case here.
