Two easy words

Hi everybody,

1. What is the name of this thing on the wall:



?

As I can see those black things are hooks but I can't say the name of the thing that hooks are mounted on. 'Wall-mounted hook rack'?

2. What is the adjective if I would like to describe something that has one colour? 'Single-coloured'? I found the word 'self-colour' in Oxford Dictionary but it isn't in other dictionaries:

Around here a carpenter might call the wooden part the rail, but whether that would be said by someone buying it for their home is another matter. It would be understood what was meant if they called it the base or the plaque.
