Hi, does the following indicate two dispensations or more than two? If it indicates two, are they referring to an Old Testament dispensation and a New Testament dispensation? .

I think we can use the phrase "his old and new messages" to refer to his two separate messages, one old and one new, but I am not sure the underlined phrase can mean one dispensation each (that is, an Old Testament dispensation and a New Testament dispensation). Thank you for your help in advance.
