Two correct clauses?

Hi,

I watched today a youtube video about Reduced Passive Relative Clauses. The teacher in the video said there were two clauses in the sentence below: 1. Cities which are located in the coastline, and 2. will be the most affected. Was the teacher correct? Thanks.
