Two adverbs in a sentence: are they different in function?

Hi. I think the adverb "however" modifies the sentence as a whole. Do you think most of conjunctive adverbs like "however" modify sentences as a whole? What then is the function of the other adverb "Sadly"?

Sadly, however, a few sad things happen at their homes these days.
